History of establishment
CD Headquarters of the city of Frunze were founded on July 1, 1977 by the Resolution of the Council of Ministers of Kyrgyz SSR “On the creation of civil defense headquarters of the city of Frunze” No. 390/26 as of July 22, 1977, the great and very important mission on protecting the population from the weapons of mass destruction, organizing activities on the elimination of disaster consequences on the territory of Frunze city.
On April 23rd, 1991 the Supreme Council of the Kyrgyz SSR renamed the city of Frunze into the city of Bishkek, and accordingly, the CD headquarters of the city of Frunze were renamed into the CD headquarters of the city of Bishkek.
By the Decree of the Government of the Kyrgyz Republic “On the adoption of the Regulation about the Main Department of Civil Defense under the Ministry of Ecology and Emergency Situations of the Kyrgyz Republic” № 760 as of 08.12.2003, the Order of MDCD under ME and ES of the Kyrgyz Republic № 04 as of January 27th, 2004, the CD Headquarters of the City of Bishkek was renamed into the Department of CD of Bishkek city.
By the Order of the President of the Kyrgyz Republic № 462 “On streamlining the structure of state administration bodies of the Kyrgyz Republic” of October 15th, 2005, № 607 “On optimizing the structure of state administration bodies of the Kyrgyz Republic“ of November 30th, 2005, the Decree of the Government of the Kyrgyz Republic № 541 “On the matters of the Ministry of Emergency Situations of the Kyrgyz Republic” of November 29th, 2005 as well as on the basis of the Order № С 513 “On the enforcement of a Regulation on the Ministry of Emergency Situations of the Kyrgyz Republic and the abolishment of the Main Department of Civil Defense under the Ministry of Ecology and Emergency Situations of the Kyrgyz Republic” of December 12th, 2005, the Order of MES of the Kyrgyz Republic № 032 as of December 21st, 2005, the Department of CD of Bishkek city was renamed into the Department of MES KR for Bishkek city on January 3rd, 2006.
